The speeds you are achieving and how they are being displayed is correct. So if your ethernet is 100mbps, and your internet connection is up to 10mbps, then it will show you as using up to 10% of the ethernet connection. If your computer is connected over 100mbps ethernet, then it will show your speed as a percentage of the ethernet connection - NOT the connection being delivered by your ISP. Task manager will show your network speed as a percentage of the local network theoretical speed. So you are indeed obtaining the 5-10Mbps that speedtest indicates for your internet connection.

Steam download shows in MB/s (MegaBytes per second). Speedtest will show in Mbps (Megabits per second). A look at task manager reveals that less than 10% of my network speed is being utilized while Steam is downloading. Meanwhile, steam is (and always has been) downloading around 800 KBps, which is very slow. This is a legitimate tech support question, with the appropriate flair, and I'm hoping people see this so myself and others can get help.According to speedtest, my speeds vary from 5-10 MBps (not ideal but acceptable). I know a lot of people on reddit just reflexively downvote everything to indicate that it crossed their feed, but please don't do that.
On the last deck I was flipping between desktop and SteamUI mode and it randomly finished at full speed, but I didn't change any settings so I don't know what what caused it. It will take about 20 hours to download Doom Eternal (88GB), something that takes about 30min at normal speeds. Firefox and chrome on the steamdeck show full download speeds.
If your PC is portable, try borrowing a friend or family member’s internet connection to get the job done. It was this way on my last deck too (this is the replacement, for unrelated hardware problems). If your Steam downloads are really slow, you may need to consider a more drastic approach. The typical speed is less than 1MB/s, although it spikes to between 1-8MB/s. Someone in the comments said that some games download a ton of small files, and so it's possible that Doom Eternal's first several gigabytes of data are like that.? So Doom Eternal eventually got to average about 20MB/s and finished. No impersonation, claiming to have "insider knowledge", or posting intentional misinformation.
